About the Event & Our Mission

The Orange Housing Development Corporation (OHDC), in partnership with the Housing Authority of the City of Orange (HACO), is proud to host its 16th Annual Golf Outing at Shackamaxon Country Club. This signature event supports our Youth Scholarship Program.

Since its inception, the program has awarded over $150,000 in scholarships to more than 50 students, creating opportunities for youth in our community. It supports families participating in Section 8, Public Housing, and Family Self-Sufficiency (FSS) programs.

Rooted in our mission to provide quality, affordable housing while investing in our residents’ future, this event empowers young scholars to pursue higher education at colleges, universities, and vocational schools.

Leadership & Vision

The Youth Scholarship Golf Outing was established in 2010 by Walter D. McNeil Jr., with a vision to invest in the future of the community’s youth.

A strong advocate for lifelong learning, Dr. McNeil is dedicated to supporting families and empowering students to pursue higher education and long-term success.

With education in mind, Dr. McNeil currently serves as a professor at Rutgers University in collaboration with the Public Housing Authorities Directors Association through the Executive Director Education Program (EDEP).

Dr. McNeil holds a Bachelor of Arts from Bates College, a Master of Public Administration from Kean University, and a Doctorate in Public Policy and Nonprofit Administration from Capella University.
