MINUTES FROM A REGULAR MEETING SEPTEMBER 15, 2016
A Regular Meeting of the Board of Commissioners of the Housing Authority of the City of Orange was called to order at 6:07 p.m. on September 15, 2016 in the Conference Room at Washington Manor, 340 Thomas Blvd., Orange, New Jersey. The Executive Director advised that all requirements of the Sunshine Law were met. A roll call was taken as follows:

Chairman Rimes called for a motion to adopt the agenda. Commissioner Williams moved and Commissioner Juliano seconded.

Chairman Rimes called for a motion to adopt the Minutes from a Special Board meeting on August 3, 2016. Commissioner Williams moved to adopt the Minutes. Commissioner Juliano seconded.

TREASURER’S REPORT

EXECUTIVE DIRECTOR’S REPORT
Mr. McNeil said that we had our Golf Outing on September 12, 2016 and it was a success. He thanked the Commissioners who attended the outing and thanked the staff for all their help in making the Golf Outing a success. Mr. McNeil said that there were 3 youth scholarships giving out and each of them will receive $2,500.00. Mr. McNeil also thanked everyone who came for the Ribbon Cutting Ceremony for Walter G. Alexander Phase III on September 6, 2016. He said there were a lot of people that attended and in the attendance was Congressman Donald Payne, Jr., Assemblywoman Shelia Oliver, Assemblyman Thomas Giblin, the Executive Director, Anthony Marchetta from New Jersey Housing and Mortgage Finance Agency and Mayor Dwayne Warren . He also stated that there were several Housing Authority Executive Directors and there staff in attendance.
PUBLIC SESSION
Janice Stuart, Apt. 3J, as a resident of the Orange Housing Authority, 340 Thomas Blvd., Orange, NJ, thanked the Board of Commissioners for doing a great job.
Mrs. Peggy Wade, Acting Director of Section 8, wanted to thank Commissioner McLeod for being on the Youth Scholarship Committee and for all her help in choosing the recipients.
RESOLUTIONS
Chairman Rimes called for a motion to adopt Resolution No. 5403-16. Resolution of the Board of Commissioners of the Housing Authority of the City of Orange approving Bills Resolution No. 1885. Commissioner Williams moved to adopt. Commissioner Juliano seconded.

Commissioner Latta questioned why the Fire Control bill is so high.
Mr. Lance Hammond, Maintenance Superintendent explained that the reason the bill is so high is because the Alarm System went down and our monitoring company, Fire Control came out to fix it because Haig who handles our Alarm System could not solve the problem.
Chairman Rimes asked if we have a contract with anybody.
Mr. Hammond said right now we do not have a contract with anyone but we are in the process of working on that.

Chairman Rimes called for a motion to adopt Resolution No. 5404-16 Resolution of the Board of Commissioners of the Housing Authority of the City of Orange authorizing the Executive Director to sign a contract with the United States Department of Housing and Urban Development for repayment of over payment of Asset Repositioning Fee money from 2011 and 2012 over a four year period. Commissioner Williams moved to adopt. Commissioner Juliano seconded.

Chairman Rimes called for a motion to adopt Resolution No. 5405-16 Resolution of the Board of Commissioners of the Housing Authority of the City of Orange entering into a Memorandum of Agreement Inter Jurisdictional Mobility with the Housing Authority of the City of Orange. Commissioner McLeod moved to adopt. Commissioner Williams seconded.

Chairman Rimes called for a motion to adjourn the meeting. Commissioner Williams moved to adjourn. Commissioner Juliano seconded.
